Peppol (Pan-European Public Procurement On-Line) is an open, international e-procurement network governed by OpenPeppol, a non-profit association. It provides a framework of technical specifications — transport, document formats, and directory services — that let any two businesses exchange invoices, orders, and other business documents regardless of the software they use.
The Peppol network uses a four-corner model: the sender's access point delivers the document to the receiver's access point, with both access points registered in the Peppol directory (SMP/SML). Buyers and sellers are identified by Peppol Endpoint IDs, often derived from VAT numbers. You don't send directly to a trading partner — you publish your endpoint in the directory and receive documents through your registered access point provider.
The main e-invoicing format on Peppol is Peppol BIS 3.0 (Business Interoperability Specification), which is a profile of UBL 2.1. It adds Peppol-specific validation rules and mandatory metadata (EndpointID, PartyTaxScheme, etc.) on top of the base UBL schema. Most EU public-sector e-invoicing and a growing share of B2B invoicing uses this format.
