E-Invoicing in Luxembourg — Peppol B2G

As of June 2026: e-invoicing to public bodies (B2G) is mandatory via Peppol, fully phased in for all economic operators since 18 March 2023; no general B2B mandate is in force yet, though domestic B2B legislation is anticipated later this decade. Confirm current status with the Government IT Centre (CTIE).

The Luxembourg Position

Luxembourg requires economic operators under public procurement and concession contracts to issue compliant structured electronic invoices to public bodies, fully in force for all suppliers since 18 March 2023 following a size-based phase-in. Invoices are delivered through the Peppol network (or via MyGuichet.lu for those without a Peppol connection), and the infrastructure uses standard Peppol BIS 3.0 with no national CIUS. There is currently no mandatory B2B or B2C e-invoicing requirement — private-sector e-invoicing remains optional and based on mutual agreement. National legislation for domestic B2B e-invoicing is anticipated later this decade in preparation for the EU's cross-border ViDA requirements.

How Invotify Helps

Invotify Pro exports clean Peppol BIS 3.0 and UBL 2.1 files aligned with EN 16931 — exactly the standard Luxembourg's public sector accepts, with no national customisation to worry about. You transmit the exported document through your Peppol access point (or upload it via MyGuichet.lu for public-sector invoices); Invotify generates the structured data rather than acting as an access point. Issuing Peppol-ready invoices now keeps you ahead of any future domestic B2B mandate. E-invoicing is a Pro feature.

E-Invoicing in Luxembourg —
Frequently Asked Questions

Q01

Is B2B e-invoicing mandatory in Luxembourg?

Not yet. Only B2G is mandatory: economic operators must send structured electronic invoices to public bodies via Peppol, fully in force since 18 March 2023. B2B and B2C e-invoicing remain optional, with national domestic B2B legislation anticipated later this decade.

Q02

Which format does Luxembourg require?

Standard Peppol BIS 3.0, an implementation of EN 16931, exchanged over the Peppol network. Luxembourg applies no national CIUS, so the plain European standard applies.

Q03

How do I send an invoice to a Luxembourg public body?

Through the Peppol network via your access point, or by uploading a compliant electronic invoice through MyGuichet.lu if you are not connected to Peppol. Invotify Pro produces the compliant Peppol BIS 3.0 / UBL file for either route.

Q04

Will Luxembourg mandate B2B e-invoicing?

A domestic B2B e-invoicing mandate is anticipated later this decade, ahead of the EU's cross-border ViDA requirements from 2030. No firm date is set yet — confirm the current status with CTIE.

Q05

Which Invotify plan includes e-invoicing?

E-invoice export — UBL 2.1, CII, and Peppol BIS 3.0 — is part of Invotify Pro, which starts at €49/month. Pro also adds EU VAT (VIES) validation, teams, payments and advanced reports.
