The Dutch Position

The Netherlands mandates electronic invoicing for suppliers to the central government and broader public sector, exchanged through the Peppol network (or directly via Logius Digipoort). For B2B transactions there is currently no general mandate, but adoption is among the highest in the world and Peppol is widely used voluntarily. The government has signalled a future Peppol-based domestic B2B e-invoicing and digital-reporting regime, with draft legislation expected for consultation and a phased rollout proposed from around 2030. Accepted government formats are Peppol BIS 3.0 and the Dutch SI-UBL (NLCIUS) implementation of EN 16931.
