E-Invoicing in Lithuania — SABIS, Peppol and EN 16931 ready

As of June 2026: B2G e-invoicing is mandatory and runs through the SABIS platform, which is connected to the Peppol network. There is no domestic B2B e-invoicing mandate yet; a broader requirement is expected to align with the EU's VAT in the Digital Age (ViDA) reforms around 2028. Confirm current obligations and timing with the Ministry of Finance (finmin.lrv.lt) and the State Tax Inspectorate (VMI).

Lithuania's E-Invoicing Mandate

Lithuania has required electronic invoicing for public procurement (B2G) since 2017. In September 2024 the country moved to SABIS (Sąskaitų administravimo bendroji informacinė sistema), the central platform that replaced the earlier E.sąskaita system; SABIS is connected to the Peppol network and supports the European standard EN 16931 in Peppol BIS Billing 3.0 and CII syntaxes. There is currently no business-to-business (B2B) mandate — B2B e-invoicing is voluntary and based on mutual agreement — but a wider obligation is anticipated in connection with the EU ViDA reforms, with mandatory e-invoicing commonly targeted around 2028. The Ministry of Finance oversees policy and the State Tax Inspectorate (VMI) supervises compliance.

How Invotify Helps

Invotify's Pro plan exports standards-based structured e-invoices — UBL 2.1, CII (XRechnung and Factur-X) and Peppol BIS 3.0 — all built on the EN 16931 model that SABIS and Lithuanian public authorities accept. You design and brand your invoice once, then generate the compliant Peppol BIS 3.0 or UBL file to send through SABIS, the Peppol network, or your access point. Whether you sell to the public sector today or want to be ready for the upcoming ViDA-driven B2B requirements, Pro keeps your output in the correct structured format.

E-Invoicing in Lithuania —
Frequently Asked Questions

Q01

Is e-invoicing mandatory in Lithuania?

For the public sector, yes: B2G e-invoicing has been mandatory since 2017 and now runs through the SABIS platform. Business-to-business (B2B) e-invoicing is not yet mandatory — it is voluntary and based on agreement between trading partners.

Q02

What is SABIS?

SABIS (Sąskaitų administravimo bendroji informacinė sistema) is Lithuania's central e-invoicing platform, live since September 2024 when it replaced the older E.sąskaita system. It is connected to the Peppol network and accepts EN 16931-compliant invoices in Peppol BIS Billing 3.0 and CII formats — exactly the standards Invotify Pro exports.

Q03

When will B2B e-invoicing become mandatory in Lithuania?

No firm domestic B2B date is in force as of June 2026. A broader e-invoicing obligation is expected to align with the EU's VAT in the Digital Age (ViDA) reforms, with mandatory e-invoicing commonly targeted around 2028. Confirm the latest timeline with the Ministry of Finance and the State Tax Inspectorate (VMI).

Q04

What e-invoice format does Lithuania require?

Invoices must comply with the European standard EN 16931. SABIS supports Peppol BIS Billing 3.0 and CII. Invotify's Pro plan exports UBL 2.1, CII and Peppol BIS 3.0 so your documents match what Lithuanian authorities and SABIS accept.

Q05

Does Invotify connect directly to SABIS?

No. Invotify's Pro plan generates the compliant structured file (UBL 2.1, CII or Peppol BIS 3.0); you submit it through SABIS, the Peppol network, or your access point.
