As of June 2026: structured B2B e-invoicing via Peppol has been mandatory since 1 January 2026, with a no-penalty tolerance window applied for the first quarter of 2026. Confirm current timelines and the e-reporting roadmap (planned 2028) with FPS Finance.
Belgium requires structured electronic invoicing between VAT-registered businesses established in Belgium from 1 January 2026. Invoices must be exchanged through the Peppol network in the Peppol BIS 3.0 format, which is built on the European EN 16931 standard. Paper invoices and unstructured files such as plain PDFs no longer satisfy the obligation for in-scope B2B transactions. There is no equivalent obligation for B2C invoices. Near real-time e-reporting is planned for 2028 in line with the EU's VAT in the Digital Age (ViDA) initiative.
Invotify Pro exports your invoices as Peppol BIS 3.0 and UBL 2.1 files aligned with the EN 16931 standard that Belgium's mandate requires. Belgium routes structured invoices over the Peppol network, so you send the exported document through your chosen Peppol access point or service provider rather than a single government portal. Invotify produces the structured data; it is not itself a Peppol access point. E-invoicing is a Pro feature.
Yes. Since 1 January 2026, VAT-registered businesses established in Belgium must send and receive structured electronic invoices through the Peppol network for domestic B2B transactions. A tolerance period with no sanctions applied during the first quarter of 2026 for businesses making a genuine effort to comply.
The reference standard is Peppol BIS 3.0, an implementation of the European EN 16931 norm, exchanged over the Peppol network. Plain PDFs and paper invoices do not meet the structured-invoice obligation.
Invotify Pro generates the Peppol BIS 3.0 / UBL file you need. Belgium uses the decentralised Peppol network rather than a central clearance portal, so the structured file is transmitted through a Peppol access point or service provider you connect to.
The 2026 mandate covers B2B transactions only. There is no B2C structured e-invoicing obligation, though e-reporting requirements are expected to expand from 2028 under the EU ViDA initiative.
E-invoice export — UBL 2.1, CII, and Peppol BIS 3.0 — is part of Invotify Pro, which starts at €49/month. Pro also adds EU VAT (VIES) validation, teams, payments and advanced reports.
