The Belgian Mandate

Belgium requires structured electronic invoicing between VAT-registered businesses established in Belgium from 1 January 2026. Invoices must be exchanged through the Peppol network in the Peppol BIS 3.0 format, which is built on the European EN 16931 standard. Paper invoices and unstructured files such as plain PDFs no longer satisfy the obligation for in-scope B2B transactions. There is no equivalent obligation for B2C invoices. Near real-time e-reporting is planned for 2028 in line with the EU's VAT in the Digital Age (ViDA) initiative.
